If security is your primary concern then anything that “cuts” is easily reassembled by software. What you want to do is tear the paper by the fiber. This can be done with a pierce tear, hammermill or a grinder system.

Hammermills and grinders have the added feature of fixed particle size. Hammermills are faster but grinders don’t have as much risk of fire and can handle a larger variety of materials.
