will potentiometer work as led dimmer?

am building a 9v led device and trying to incorporate a dimmer knob. have scoured the web for hours. am utilizing 9v source, leds draw 1.5 vs and 60ma. shooting for 4 sets of (5 leds in series), each series set of 5 (in paralell). 20 leds is what i’m getting at. 27ohm resistor for each set of five. what i can’t find is if potentiometer will work as dimmer, if so how to calculate what rating i need and what type (linear, taper etc.) IT drop-out. please help! Thanks

The LED works like a diode (which it is), so it is either in conduction (on) or not (off).
A potentiometer with will not work as a dimmer.
I have seen an LED used with other devices to simulate an LED dimmer. It usually involves using a pulsed DC source; changing the rate of pulse to switch the LED on and off at speeds that fool the human eye. This method often called pulse width modulation.
